The activities of this division are as under:-
State Wide Area Network (SWAN):-
SWAN has been implemented in the State by HARTRON in the year 2007 as part of the National e Governance Program of Govt of India. Under this network, State Headquarter at Chandigarh has been connected vertically with all the District Headquarters, Haryana Civil Secretariat and Haryana Bhawan, New Delhi, 120 Blocks/Sub-Divisions/ Tehsils/ Sub-Tehsils, for providing facilities such as data transfer, Video etc. Beside this, offices of various departments have been connected horizontally on this network. This network is also integrated with National Knowledge Network (NKN) at all the districts headquarters, Haryana Civil Secretariat, Haryana New Secretariat Chandigarh and Haryana Bhawan New Delhi.
The video conferencing facility of SWAN is also integrated with NIC video conferencing set up and the resources available under both networks are being effectively utilized for conducting intra as well as inter state video conferencing on regular basis. Some of the departments such as State Information Commission has been exclusively conducting day to day hearings of cases under RTI through this video conferencing facility under SWAN. Also, the jails & courts of Haryana are conducting online trials through this facility including high profile cases without moving the accused from respective jails. In addition to this, the evidences of doctors under medico legal cases are also being recorded through this video conferencing facility from their respective Govt. hospitals with respective designated courts.
The SWAN connectivity is being extended to offices for their specific applications through VPN over broadband.
Haryana Police (CCTNS), Treasury & Accounts, Haryana Roadways, Punjab & Haryana High Courts, Jails, Excise & Taxation, State Information Commission, Revenue, Health, Municipal corporation, etc. are using SWAN extensively for their applications.
The SWAN is also acting as an interface for departments to access their applications/websites hosted in State Data Centre.
State Data Centre (SDC)
Haryana State Data Center (HSDC) is operational since 14-08-2012. As on date approx. 79 departments are using SDC (27 co-located, 11 hosted and 41 on cloud). Data Replication of Departments that have been hosted in SDC environment is already being done and cold DR site is now ready. The Data Centre has reached its full capacity in terms of hardware and storage. 109 domain/sub domains of different departments of Haryana State such as Huda, Haryana police, Labour Deptt., Health, HSIIDC, NRHM, HVPN, Excise and taxation Food and Supply Dept. etc. have been hosted/ collocated at HSDC as well as on cloud of SDC.
BSNL Cloud Services
Looking into the space crunch in the State Data Centre in terms of Compute & storage, an option was explored for hiring of the said infrastructure from BSNL through their data centres to provide low cost solution to the departments on pay per use basis.
In line with this objective, Hartron entered into an arrangement with BSNL to use their data centre at Mumbai, Faridabad, Ahmedabad and Chennai for availing services co-location, hosting and cloud services on pay per use basis structure.
Hartron has been providing internet lease line connectivity to various State Govt. departments/boards/corporations located in Chandigarh, Panchkula and other parts of Haryana including Delhi NCR. The said internet lease line connectivity 2, 5, 8, 10, 16, 20, 25, 40, 50, 60, 80 & 100 mbps is being provided under a rate contract through internet service providers.
Implementation of Public Wi- Fi hotspots:-
A total 105 such locations of administrative and historical importance in the State were identified in consultation with the concerned Deputy Commissioners of the Districts including 3 sites of HSIIDC (IMT Bawal, Industrial Estate HSIIDC Bahadurgarh & HSIIDC complex Sector 31 Faridabad). The said public Wi-Fi Hotspots are being installed and commissioned by Bharat Sanchar Nigam Ltd. (BSNL). A MoU in this regard has also been signed with BSNL.
Implementation of Rural Wi-Fi Hotspots:-
This facility is being provided by Hartron on behalf of Information Technology, Electronics & Communication Department through CSC-SPV GoI in the BharatNet enabled Gram Panchayats of the State. In addition to this, CSC SPV is also implementing this facility in BharatNet enabled GPs through other schemes. As such 928 GPs have been provided with this facility. Out of which, 441 GPs have been provided this facility under funding from State Govt.
BharatNet and Its Utilisation
BharatNet, a Govt. of India project is being implemented by Bharat Broadband Network ltd. (BBNL) through Bharat Sanchar Nigam Ltd. (BSNL) in the State of Haryana which is covered under Phase I of BharatNet.
Under this project of Govt. of India, 6188 Gram Panchayats (GPs) of Haryana State have been connected and declared service ready by Bharat Broadband Network Ltd. (BBNL)/ Bharat Sanchar Nigam Ltd. (BSNL). Under BharatNet, the ONTs have been installed in the GPs as per the following:-

Communication & Connectivity Infrastructure Policy
In line with the Indian Telegraph Rules 2016, the provisions of the Communication & Connectivity Infrastructure policy of the State has been amended and notified by Electronics & Information Technology Department on dated 06.10.2017. The said policy has been further amended on 24.08.2018. The receipt of the applications and grant of permissions have been made online and is integrated with ease of doing portal of Haryana Government.
